    CoreCivic and Intervention Community Corrections Service collectively operate 3 facilities in Adams County. Agenda items C and D are to allocate funds to these companies for operation of these facilities largely on a per-person-incarcerated basis at a rate of $49.16 per person per day.

    Later in New Business 1 and 2, we are also resolving to allocate funds to these same two organizations for correctional programs on a per person basis at a rate of $6.65 per day.

    This would seem to indicate that CoreCivic and Intervention Community Corrections Service have much more incentive to keep their in-resident population as high as possible to maximize their profits and that there is no negative consequence to them providing sub-par non-resident and corrective services that would decrease the incarcerated population.

    Private prisons are a dangerous notion that generally operate with incentives to keep the prison population high and not truly focus on rehabilitation of offenders.
